Reading Panel Overview Debates about the teaching of reading have raged for more than a decade, and national statistics indicate reading achievement has been stagnant in the U.S. since 1971. Consequently, the U.S. Congress asked that a panel be convened to review the scientific evidence supporting various approaches to the teaching of reading. In 1998, the National Institute of Child Health and Development appointed a 14–member panel and they began two years of study of these issues. That work was completed recently, and in April, 2000, the National Reading Panel Report was presented to the U.S. Senate, and since then it has been widely distributed to governors, state school superintendents, and colleges of education throughout the nation. Timothy Shanahan served as a member of the National Reading Panel. His presentation will explain the process that was used to review the research on reading, and he will detail the various findings on phonemic awareness, phonics, comprehension, fluency, vocabulary, technology, and teacher education. This interactive presentation will provide a clear explanation of what was determined to be effective by the National Reading Panel, and it will allow participants to have their questions answered about the research evidence on a broad array of instructional issues in reading.
